The European Commission is assessing whether new EU rules are needed for e‑commerce parcel delivery. This study, prepared by Copenhagen Economics for PostEurop, examines competition across EU parcel markets — looking at market structure, firm behaviour, and outcomes for consumers.
The analysis finds no evidence of structural competition problems. Parcel delivery markets show multiple operators, active entry and innovation, strong buyer power from e‑merchants, and broadly affordable, high‑quality services for consumers. Existing competition law appears sufficient to address any case‑specific concerns.
The report recommends that a new EU Delivery Act should not introduce sector‑specific regulation for e‑commerce parcel delivery. Market forces are currently delivering effective competition, and unnecessary regulation risks harming market dynamics and consumer outcomes.
