The 2025 PostEurop General Assembly took place in the vibrant city of Tirana, Albania, hosted by Posta Shqiptare. Marking a significant milestone, the event brought together around 50 delegations from across Europe, transforming Tirana into the European capital of Post for several days. PostEurop and its host warmly welcomed delegates from its Members, observers, and key stakeholders to this high-level gathering.
Mrs. Elena Fernández Rodríguez, Chairwoman of the PostEurop Board of Directors, together with the Secretary General, Mr. Botond Szebeny, officially opened the General Assembly and welcomed distinguished guests, including Mrs. Enkelejda Muçaj, Deputy Minister of Infrastructure and Energy of Albania, Mr. Ardit Demiri, CEO of Posta Shqiptare and Mr. Marjan Osvald, Deputy Director General of the Universal Postal Union. In her opening remarks, Elena expressed her deep appreciation to the Albanian hosts for their warm hospitality and tireless preparation, noting that “Tirana’s transformation—its resilience, adaptability, and diversity—mirrors the very values we aim to highlight throughout this General Assembly and Business Forum.” She emphasised the need for the postal sector to remain agile and united in the face of profound change, from declining letter volumes to the growing demands of e-commerce and digitalisation.
Echoing this sentiment, Mrs. Muchai underscored the need to transform postal networks into agile, interoperable systems capable of serving both global missions and local communities. She called for deeper collaboration and knowledge sharing across the PostEurop network to address shared challenges such as digital transformation, sustainability, cybersecurity, and cross-border service integration.
Mr. Damiri highlighted Posta Shqiptare’s 130-year legacy and its ongoing commitment to delivering modern, secure, and sustainable postal and financial services. He expressed pride in hosting the event and emphasized the importance of building lasting partnerships and shared memories.
Addressing the assembly remotely, Mr. Osvwald recognized PostEurop as an important Regional Union of the UPU and PostEurop’s adaptability and the growing importance of regionalization, encouraging bold thinking and reaffirming the values that unite the global postal family.
Building on this, Botond praised the remarkable transformation of Tirana into a dynamic and welcoming hub for European postal dialogue. He underscored the importance of teamwork—both among Albanian institutions and within the broader PostEurop community—as a cornerstone of the event’s success. Reflecting on the evolving challenges facing the sector, he also shared his vision for postal resilience: a future where postal operators not only respond to crises but anticipate them, adapt with agility, and collaborate across borders to ensure the continuity and relevance of postal services in an increasingly complex world.
Key decisions
Some of the important decisions taken included Members’:
- Election of 11 Board of Director Members by acclamation for the cycle 2026-2028.
- Approval of amendments to Articles 3, 4, and 22 of the Association’s Sstatutes related to the strategy review.
- Approval of the 2024 Financial results and audit report.
- Review of the 2025 Financial performance and Progress Reportreserve fund status.
- Approval of the 2026 Budget and Business Plan.
The Association Strategy Review was concluded with the approval of updated purpose, values, and objectives. Amendments to the statutes were made to reflect these changes and align with latest Belgian legal requirements. The Board also proposed the establishment of new committees to support HQ operations.
As part of the General Assembly programme, PostEurop honoured excellence and innovation in the postal sector through its prestigious annual awards. The ceremony celebrated outstanding achievements across three key categories: Innovation, Sustainability (environment, social and economic), and EUROPA Stamps. These awards not only highlighted the creativity and commitment of PostEurop Members but also showcased forward-thinking initiatives that are shaping the future of the industry. The newly elected Board of Directors held its constituent meeting after the General Assembly, where Elena Fernández Rodríguez was reappointed Chairwoman of the Association for the 2026–2028 cycle. A transitional meeting is scheduled for December, in Brussels at the PostEurop HQ, with the new Board officially beginning its term in January 2026.

Delegates were invited to the gala dinner and reminded of the cultural excursion to the town of Kruja, offering a unique opportunity to experience Albania’s rich heritage and strengthen informal ties among members. In closing, PostEurop reaffirmed its commitment to supporting pre-accession countries in aligning with EU postal regulations, emphasizing the importance of collaboration, knowledge-sharing, and inclusive development across the wider European postal community. The momentum continued the following day with the Business Forum, where participants commemorated the UPU’s World Postal Day and explored the sector’s resilience and adaptability in the face of ongoing transformation, reinforcing the Assembly’s forward-looking spirit.
