We would like to inform you of the recent changes within the PostEurop European Union Affairs Committee (EAC), and Operational Affairs Circle (OAC), following the PostEurop 122 Management Board meeting.

European Union Affairs Committee (EAC)

E-Commerce Working Group

The E-Commerce Working Group maintains a constructive dialogue with all relevant stakeholders, including the European Commission and the European Parliament, on the issues related to e-commerce driven cross-border parcel delivery.

Achim Schröder (Deutsche Post DHL Group) has been appointed as the new Chair of the E-Commerce Green Paper Working Group, succeeding his DPDHL colleague Katja Kollmeier, who changed functions within the company.

Achim is the Senior Legal Counsel for the department of Regulation Management and Corporate Public Affairs at Deutsche Post DHL Group. Having 19 years of experience on postal market regulation, EU antitrust and state aid law, he was part of Deutsche Post's state aid team before the European Commission and EU courts. Furthermore he participated in many proceedings before the German regulators and discussions at political level on the shaping of the postal regulatory framework. These roles have given Achim broad experience in negotiations with regulators and government bodies on domestic and EU level.

Achim graduated from Bonn University with both German State Examinations in Law and holds a Masters in European Law from the University of Nottingham. He is a native German speaker, who is also fluent in English and Spanish.

Operational Affairs Circle (OAC)

Innovation Forum

The Innovation Forum aims to foster discussions on the latest developments in information and communication technology, to develop and improve efficiency and to inspire Members on ways to improve Quality of Service through new value-added services and IT-integrated customised solutions.

Timofey Shirin (JSC Russian Post) has been appointed as the new Vice-Chair of the Innovation Forum, succeeding his JSC Russian Post colleague Timur Myaldzin.

Timofey is the Head of International Strategy Department at JSC Russian Post, where he works since 2019. He has more than ten years of professional experience in international management, and consulting, having worked in areas such as post and parcel, e-commerce, infrastructures, logistics, high-tech and innovation. These range of activity gave him project management experience with international teams in Russia, Europe, and in the Middle East.

Graduated from the Moscow State Institute of International Relations (MGIMO), Timofey also has a master’s degree in economics. He is fluent in English, proficient in Persian, and a native speaker in Russian.

We would also like to take this opportunity to thank Katja and Timur for all the accomplishments within their working groups, and for their contribution to the PostEurop community.
