Poczta Polska a strategic partner in the e-state construction

An agreement with the Ministry of Digital Affairs and the Ministry of Infrastructure and Construction

Anna Streżyńska, the Minister of Digital Affairs and Andrzej Adamczyk, the Minister of Infrastructure and Construction signed an agreement with Poczta Polska and Poczta Polska Usługi Cyfrowe (Envelo) on strategic cooperation in the field of state digitalisation. The agreement concerns integration of administrative information systems, used by the citizens, with the Envelo postal platform. This is the first agreement of this kind on the market. Poczta Polska is about to become a pillar of the e-state construction.

Handling official matters in a quicker and more effective way by the citizens and an increase of the efficiency of documents circulation – these are the main benefits deriving from the cooperation of the administration with the national operator Poczta Polska. Registered Electronic Delivery (RPE) will play a key role in the new system of information exchange, which, under the European Parliament and the EU Council Regulation No 910/2014 on electronic identification and trust services for electronic transactions in the European internal market (eIDAS), has the same rank in terms of legal consequences as a registered letter.

"We see participation of Poczta Polska in the digitalisation of the state much wider – through post office branches and mail-carriers – the ambassadors of digitalisation, who by means of mobile devices can make it easier to gain access to trusted ePUAP profile. We want our conventional paper mail to be delivered to our computers or telephones, without the necessity of its personal reception at the post office branch" stressed Anna Streżyńska, the Minister of Digital Affairs.

The State Treasury of Poland is the founder and sole shareholder of Poczta Polska. This ensures security of data and comprehensive state control over the information and documents, also in case of crisis situations. – Thanks to a vast number of post office branches and access to state databases and systems, Poczta Polska can also support the administration in handling various issues, such as a release of a valid transcript from the National Court Register or acceptance of an application for an ID card. This is especially important in small towns and villages, where the access to larger urban centres may be a primal obstacle – said Andrzej Adamczyk, the Minister of Infrastructure and Construction.

Poczta Polska is ready to support the administration in several key areas. The Company can provide a simple and safe procedure of identification and authentication of public systems’ users, as well as help reduce the impact of digital exclusion of large number of citizens living in rural areas, relegated or distant from administrative centres. Having those people in mind two types of services will be implemented: hybrid mail (letter sent electronically then printed out and delivered as a traditional, paper form) and procedural mail (enabling safe delivery of documents, such as ID cards, passports or driving licenses).
 
"Poczta Polska provides services to two groups of customers: modern and eager to benefiting from the potential of new technologies and traditional, who use the Internet rarely or do not use it at all.  Thanks to the fact that we offer both electronic services on a platform and in Envelo application, and we have at our disposal a large number of post office branches and qualified human resources, we are able to meet all the needs of each and every client and to reach 100% of the Polish citizens" marked Przemysław Sypniewski, President of the Poczta Polska Management Board.

"Every citizen should have constant access to the office - online. We are ready for comprehensive support of the administration in the implementation of e-services. The digital transformation of administration via Envelo platform is not only a technological change but also an inevitable civilization progress, which leverages digital competences of the citizens" stated Paweł Usidus President of the Poczta Polska Usługi Cyfrowe Management Board, one of the signatories to the agreement.

The Company aspires to transform itself from the National Postal Operator to the National Digital Operator. In order to achieve that Poczta Polska wants to concentrate on two highly promising sources of revenues - the logistics of e-commerce market and the support of e-administration services.

The representative of Poczta Polska Usługi Cyfrowe became a leader of the e-Skrzynka, e-Doręczenie stream under the programme called “From paper to digital Poland”, realized within the framework of the Responsible Development Strategy.
