Public Procurement Working Group

Introduction

The “Consultation on the modernisation of EU public procurement policy” launched by the European Commission (January-April 2011) opened a broad debate on the impact and effectiveness of EU public procurement legislation, with a view to collect priorities for the legislative reform to be presented by the end of 2011.

As most of PostEurop’s member Public Postal Operators are subject to public procurement rules (namely, those provided for by the “Utilities” Directive 2004/17/EC), the Public Procurement working group was established in March 2011 to actively contribute to the debate and provide its views on the priorities and objectives of the reform of the EU public procurement legislation.

Objective
The PostEurop Public Procurement working group prepared and submitted its reply to the European Commission’s consultation, following fruitful discussions within the Public Procurement WG, on 18 April 2011. The working group is actively engaged in the institutions’ activities in this context: it attended the Commission-hosted public procurement conference in Brussels on June 30th and is following the European Parliament’s non-legislative initiative on the modernisation of EU public procurement.

The long-term objective of the working group is to follow the legislative process and represent/support therein the interests of PostEurop’s members.
